Abdallah Saaf is an Affiliate Professor at Mohammed VI Polytechnic University.

He is a Senior Fellow at the Policy Center for the New South. He is also Professor Emeritus of Political Science at Mohammed V University in Rabat, and he serves as the Director of the Center for Studies in Social Sciences Research (CERSS). Additionally, he is the founder of the Moroccan Association of Political Science. His research encompasses political science, international relations, development strategies, and public policies.

Professor Saaf was a key member of the commission responsible for revising the Moroccan Constitution in July 2011 and has been a member of the Scientific Committee at the Global Forum for Human Rights. Previously, he held the position of Minister of Education from 1998 to 2004. Before that, he was the Dean of the Faculty of Legal, Economic & Social Sciences in Mohammadia from 1996 to 1998 and a Visiting Professor at the University of Nanterre, France, in 1989. He has overseen the annual «Strategic Report of Morocco» since 1995 and has authored over a dozen books since 1993, addressing subjects from the role of the state in society to Marxism.

Professor Saaf has edited and directed several notable publications, including «Cohésion Sociale, institutions et politiques publiques» (published by the Policy Center for the New South, July 2017), «Mutations Politiques Comparées au Maghreb et au Machrek - 7 Ans après le Printemps Arabe» (published by the Policy Center for the New South, June 2018), and the forthcoming «L’Etat et le secteur des établissements et entreprises publics au Maroc».

He holds a doctorate in Public Law (earned in 1979), a degree in philosophy from Paris Sorbonne, and various other postgraduate qualifications in Political Science and Law.
